A NEW MANAGEMENT STRUCTURE FOR BRITISH CYCLING

British Cycling’s Chief Executive Peter King has announced some major changes to the organisation’s structure, which promise to be both significant and exciting for the sport. British Cycling’s ambitious and challenging UK Wide One Stop Plan for Cycling (UKWOSP) is currently under consideration by UK Sport and the Home Country Sports Councils in the wider context of funding support for the next Olympic cycle (2005-8). The British Cycling Board has endorsed the plan as the framework for the next stage in the development of the organisation and has approved a number of key changes, both in British Cycling’s structure and in the way it manages its business.

 

Peter King will continue to be responsible and accountable for strategy and operations. He will, however, become more outwardly focused in order to promote cycling at the highest possible level in political circles; in the government agencies upon whom British Cycling relies for the majority of its income streams; in commercial areas where the organisation must constantly seek out and nurture partners; and in the media.

 

The organisation will now be structured around the two fundamental elements of the UKWOSP, namely “Excellence” and “Participation”. Responsibility and accountability for “Excellence” and “Participation” is delegated to Performance Director Dave Brailsford and Participation Director Ian Drake respectively.

 

Dave and Ian will be accountable to Peter for achieving all of the Key Performance Indicators, which are set out in the UKWOSP and in the underlying business plans.

 

As accountable officers, they will report to Peter and support him in operational matters and both will be empowered to act in his absence as Deputy Chief Executives.

 

Jonny Clay has been appointed as Competition and Events Manager and he will report to Ian and be accountable for the implementation of the new competition structure (in light of the ongoing Competition Review), for the delivery of competition services across all disciplines, for the Major Events Strategy and for Mass Participation events. Brian Furness, Paul West and Roger Wilbraham will report to Jonny and support him in this new and pivotal role. At the same time, Bob Barber is leaving British Cycling to pursue other interests after five years of enthusiastic commitment to the events and competition areas of the business, and we wish Bob every success for the future.

 

Dave Cockram (National Facilities Officer), Claire Rollinson (Membership Services Manager) and Phil Ingham (Communications Manager) will all now report to Ian.

 

John Mills will continue in the role of Coaching, Education and Development Director, reporting to Peter King, but working closely with both Ian Drake and Dave Brailsford. The work of John’s team’s represents a vital and fundamental element of the foundation for British Cycling’s future success in both Participation and Excellence, where its performance will be measured.

 

Peter King will retain full responsibility for all areas of Corporate Governance: Alan Hawkins (Company Secretary), Julie Jones (HR Manager), Kath Wood (Financial Controller) and Jim Hendry (Special Adviser - part-time) will all report direct to Peter.

 

Peter King said:

“The UK Wide One Stop Plan for Cycling is proving to be both a catalyst and a framework for the future of British Cycling. We are used to being judged by the performance of the GB Team and, by linking all strands contributing to the development of this team under the “Excellence” banner, I believe that we can achieve even more coherence and focus in our pursuit of success in world and Olympic level competition.

 

However, we are now also facing new goals, set by our funding partners, for participation levels in the sport as a whole. Ian Drake is heading up our new “Participation” strand and he and his team will be taking British Cycling into some new and challenging areas, which promise to benefit existing members, as well as generating a whole new level of involvement in the sport.

 

I personally feel tremendously optimistic about the future of British Cycling and, despite having worked for the organisation for eight years, during which huge progress has already been made, I believe that the most important developments are still ahead of us.”

 

GB TEAM FUNDING UP

UK Sport – the nation’s lead elite sport agency – has unveiled its four-year plan designed to build upon the success of Athens. 14 Olympic sports, including cycling, will receive an enhanced funding settlement between 2005 and 2009, from a total summer Olympic investment of £75m – an increase of £5m over the Sydney to Athens cycle. British Cycling's funding will rise from £6.8 million to £7.9 million, reflecting the success of the GB Team in meeting Sports Council goals over the last 4 years. Other sports who are effectively rewarded for performances include sailing, equestrian and rowing. Among the big losers in the equation are Athletics, Judo and Triathlon.

TWO NEW CYCLING COACHING COURSES LAUNCHED

British Cycling Coaching and Education is pleased to announce the launch of two new coaching courses in its 2005 course programme. 

 

The Activity Coach Award for Teachers (ACAT) provides all primary and secondary teachers with the cycling specific knowledge to deliver high quality cycling activities as a part of physical education lessons or after school clubs.  Teachers that have already completed the ACAT course have started delivering Go-Ride and World Class Start activities in their schools; some have even formed Go-Ride School Clubs.  The one-day ACAT course recognises teachers’ existing qualifications (QTS).  Funding from Persil and SportsMatch means that there are FREE places available in some regions.

 

The Level 1 Coaching Award is the NEW entry-level course for people that have little experience of coaching or cycling.  The Level 1 Award is aimed at people involved in cycling (i.e. club helpers, parents and other volunteers) that wish to become more involved and people that already work with children (i.e. teaching assistants, scout and guide leaders, etc.) that wish to introduce and develop cycling activities.  The course covers all of the basics of coaching cycling and qualifies coaches to deliver British Cycling Go-Ride Gears 1 to 2 and to support a more qualified cycling coach.

FINAL SERIES OF CLUB COACH COURSES ANNOUNCED

British Cycling’s successful Club Coach Award will be delivered for the final time in 2005.  Since its first delivery in 2000, 56 courses have been delivered to over 900 new coaches.  Coaches that have completed the course have gone onto undertake a range of coaching roles within cycling; from coaching in Go-Ride clubs and Go-Ride schemes through to helping riders achieve Olympic success.

 

From 2006 the Club Coach Award will be replaced by the NEW Level 3 Coaching Award, which will include a number of discipline specific units.  This will further enhance the depth and quality of coach education delivered to cycling coaches in the UK, and ensure that the needs of all of the cycling disciplines are met.  The updated coaching programme will underpin British Cycling’s continued success.

 

The new Level 3 Coaching Award will provide the next step in the coaching programme for existing Club Coaches.  Existing candidate and trainee Club Coaches are encouraged to complete their qualification to allow them to access the new courses.  The Club Coach status will continue to be recognised and supported by British Cycling.
